Weyoun 8 the last clone????

In "Ties of Blood and Water," Weyoun specifically says "The man you met [in "To the Death"] was the fourth incarnation of our illustrious predecessor. I am the fifth."

And Weyoun 5 was killed in a transporter "accident". That cracked me up. It seems Damar must've done it. But on the other hand given the track record of those darn transporters in the Star Trek universe the chances that it was a genuine accident is much higher than Damar doing it. The quality control on those gizmos is absolutely hideous.

It was explained in the episode immediately prior:

Weyoun 8 was the last Weyoun clone (at that time) because they couldn't reach the Gamma Quadrant to build another one. Damar's resistance forces destroyed the Dominion cloning facilities when they announced their rebellion. It's in "The Changing Face of Evil" as one of the last lines.

Yes, I'm aware of that - Damar's speech in that episode is one of my favourite Star Trek moments. I was discussing how a Vorta's memories are transferred.
