I wonder if there's some significance to the Tulsa setting, and all I can come up with is the Tulsa Race Riot of 1921.

That's awesome and actually ties into the very last scene of the comic.
Wow, that's a pretty good they actually got him to do it, I don't think he really does this kind of stuff, much other than Winter Soldier.
Damon Lindelof confirmed during the Watchment TCA panel that Jean Smart's character is actually Laurie Juspeczyk, the former Silk Spectre.

....and I still have no idea what these trailers are showing me or what it has to do with Watchmen

EW has a new interview with Damon Lindeloff about the series.
Apparently Robert Redford won't be appearing.
A few other bits and pieces he revealed:
There are no internet or cell phones, and thanks to Dr. Manhattan's discoveries all cars run on electricity or fuel cells. President Redford based a "Victims of Racial Violence Legistation", which gives tax exemptions to all victims or direct descendants of racial injustices in specific ares.
The real world Tulsa massacre of 1921 is an important part of the show's backstory and ties into it through Redford's legislation. Sadly, I'd never even heard of what happened in Tulsa until this interview.
