Other than Seven and perhaps the Doc a little bit, all of the Voyager characters are 100% identical from the first episode to the very last.
it's border-hyperbolic statements like this that make VOY fans wonder whether some critics of the show ever really watched it.
in actuality folks, a VOY movie was apparently discussed sometime during the fourth or fifth season according to comments by KM and RD. they both stated in interviews that a movie was in discussion but was only in the very early stages at that point. it obviously never got beyond that.

How does that make for 'good' characters?
Good characters should be developed and have some unique and interesting personality traits, etc. Where are those things on Voyager?
