Was there a bigger ass to step on to DS9 than

Photon

Commodore
Commodore
Dr Lewis Zimmerman (save for Q).

I wished Sisko or Chief would have punched his smirking lights out.

The Female changling bar none. I don't buy anything she said about her backstory, she's an evil monster. Zimmerman was at least funny in his perfectionism.

I agree here.
The Female Changeling was someone I really hated due to her arrogance, her cold blooded genocidical actions and everything. I was actually disappointed that no one blasted her to dust in the last episode.
Sometimes I can find something redeeming in some villains and sometimes I can find some evil villains funny, like Weyoun for example. But the female Changeling was just evil.

But as such, she was a great villain!

Female Changeling, Dukat, Brunt, and Kevan, the Vorta.

Zimmerman was smug but tolerable. The above were far more satisfying to seen taken down.

Keevan and Brunt was at least a bit funny to watch and so was also Weyoun.

Even Dukat had his funny moments even when he was at his worst.

But the Female Changeling was only evil.

And...? Not sure what that has to do with the OP. Being funny doesn't make you less of an ass. Doesn't make you tolerable somehow. Brunt was nearly insufferable, as was Kevan.

The female changeling was responsible for much more death than all the others put together and then some.

Gaila: the biggest pure asshole (which is to say that his assholery isn't merely an extension of his villainy).

She was responsible for more death and destruction in a matter of hours than the entire decades-long occupation of Bajor. And who knows what she and the Great Link did before that.

Honestly, it would have been poetic justice if Section 31 had managed to wipe them all out.

But... he owns a moon!

Weyoun was a special character a very charismatic villain, but there should've been more with these clones and nothing really was done. Eris was also mysterious and it appeared she had superpowers as well; I felt the seasons could get quite interesting if the Vorta branched off from the changlings. Those creatures had more character than Odo's people.

But I don't like genocide even when it's the Good Guys doing it.

Wiping out all the Founders might also have been counterproductive. The Alpha Quadrant alliance needed a Founder to give the cease fire order. If all the Founders were killed without giving that order, all the Vorta and the Jem Hadar under their command would have continued destroying as many Alpha Quadrant populations as they could, until they were all killed.

So many insufferable asses! DS9 did do villains well.

Dukat, female changeling, Q, Winn, Gul Toran, Gaila, Hagath, Gideon Seyetik, ...

Gideon Seyetik?

I don't believe he qualifies as a villain, not even a soft one.

If they had wiped out the Founders, the gem hadar would have gone on a homocidal rage and fought to the last man.

The Founders did more evil things than anyone else but I do feel a slight amount of sympathy that it was all motivated by a deep experience based belief that solids would inherently kill them at the first opportunity if given the option. That’s why the female changeling finally relented after linking with Odo.

But even if you discount the murderers, Zimmerman’s problems are just attitude problems, not moral problems.
