I don't know if the novelization reveals something extra, but the movie couldn't be less clear on the issue.
What did the Romulans want of the clone? Was he supposed to one day assume the role of Jean-Luc Picard while consciously aware that he was but an impostor? Or was he to be raised to think he would have been Jean-Luc Picard all along (or at least to be programmed with this illusion at maturity)?
And why didn't the Romulans proceed? Why did they spare the child?
One might suppose that if the Romulans bothered to create one clone of Picard, they would raise dozens at the same price. Perhaps all would get their individual names for ease of identification. And perhaps most would be terminated when the project ended, but a single example would be kept in reserve on Remus.
Also, one might suppose the Romulans would clone dozens if not hundreds of Starfleet officers if they bothered to clone the low-ranking Picard, all those years before he became a somebody.
