Voyager Wasted a Plot...

The Maquis were a poor choice for a second crew because they were so poorly defined to begin with, the "Maquis Way" was never explained and the core cause of their feuds with the Federation were now 75,000 LY away.

If the other crew were Romulans or something, then there's something to work with. Or like stated above, simple renegade Fleeters.
 
If Arab terrorists and Americans were trapped 75000LY Away, I'd think they'd probably call it quits until they got back...

Plus I think it would have been better if it was the other way around, right?

The Maquis were deeply principled - they took to terrorism to defend their homes, so why on earth would they want to lie and steal from other people who weren't the Cardassians? Would have been better if Janeway who had suggested giving Kazon replicators and Chakotay and B'Elanna refused to go through with it because innocent people could be harmed, which is what the Maquis were fighting to protect from...
 
The Maquis weren't the enemies of the Federation, nor did they want to destroy the Federation and kill Fed citizens. They wanted to fight off the Cardassians, none of whom followed them to the Delta Quadrant.

If the other crew WERE true enemies of the Feds, like Romulans, then your analogy is better.
 
She was only a Bajoran for one year though, wasn't she? The Maquis had only been around for a short time when VOY started.

They should have used a better defined group for the second crew on VOY, like Romulans.
I remember reading somewhere a backstory on Seska, that she was altered years earlier and sent in infiltrate the Resistance on Bajor. When the Occupation ended, she could have been kept as a covert agent on the planet for a few years before the Maquis started and she was then ordered to join and feed the Central Command information.

Plus, Arab terrorists and Americans is even too antagonistic of an analogy. The Maquis didn't really have a problem with Starfleet itself, just how they ceded to the Cardassians, and Starfleet doesn't have a problem with the Maquis, just their methods. Take the Cardassians out of the equation, and the Maquis and Starfleet would be buddy-buddy (barring disagreements about protocol and discipline from the Maquis' laxer standards). And that's what we got: general cooperation, with some grumblings and personality conflicts early on until the Maquis got used to their new situation. Oh, and a serial killer.

Whatever the territorial disputes it is unlikely that any member of the federation crew didn't have a friend, or a friend of a friend who hadn't been shot by a Maquis Terrorist, and it is all but impossible that the every last Maquis aboard Voyager didn't have have some quarter of their own body that hadn't been singed by Federation Phaser fire.
