The thing is: In a better written show, we would know wether that's just an in-joke, or if they're really going to build up a Borg-storyline.
Like, a better written show would have thoroughly introduced "Control" before it turned evil, and gave it it's own, unique design, character, backstory and theme. And especially made clear what it's capable of, what it's goal is, and why. If they then suddenly had green nanoprobes assimilating people, we would have a pretty clear picture weather that's a set-up for a future development, or an in-joke the creators played because of the obvious similarities.
But as it is, it looks AWFULLY lot like a late-addition / made up on the fly. Like, they had the idea of making "Control" that future evil A.I., and then added up details, and because they didn't know any better, they gave it powers like the Borg. And then, suddenly one of the producers realized "hey, that is like the Borg"! And then they retro-fitted a the Borg-aspect in it. Not planned out or anything. Just "because it's cool", in a late-addition ass-pull, that's not going to draw in any new viewers or garner interest (imagine how much publicity a "Borg origin" story would have pulled!) - but just an accident. With absolutely NO ONE thinking about the consequences or implications. That would be in line how this series has operated thus far...
