Why where Janeway and Tuvok so Close?

Same reason Archer and Trip were. They had served together in the past, they complemented each other's weaknesses, and their personalities "just clicked".

There are a lot of really close friendships in Trek... Janeway and Tuvok are just notable because their friendship is opposite sex but with zero romantic attraction.
