YES! It was Ilidaria. Neelix mentioned that planet in "PARALLAX", and Chakotay and Tuvok were on their way back from a trade mission with them in "CATHEXIS".

Would it be Tom? Because he was in a gold uniform in the holoprogram Insurrection Alpha in Worst Case Scenario. And he was in a blue uniform in the Dr.'s program Photons Be Free in Author, Author. His normal uniform was red.
