I think it's at least 4. Chakotay, Tuvok, Harry, and Belanna.

 

There's a few more. Unsure of Belanna though. I'll need to double check that.

Tom Paris is correct, he was seen in charge a few times. The ECH is the other one.

So basically everyone of the regular cast with the exception of Neelix, Kes and Seven.

 

Those are also people who are not actually members of starfleet, not in uniform
