Well, if all of the TNG movies (including Kirk's death) all happened inside the Matr...Nexus..... they just need to spring Picard and start with a clean slate. It could happen within the first 10 minutes.

No, if all the TNG movies are ignored, then there is no Nexus. Instead, the last time anyone saw the TNG crew was playing poker and warping off to some new adventure (I don't know who showed up later on either DS9 nor Voyager, nor do I really care about those).
If Spiner doesn't want to play the part, why not? I could see technology advancing enough that they could create another, updated, upgraded android body and downloading Data's bits and bobs into it. Perhaps, while on mission, Data suffered catastrophic injuries that left his body completely irreparable. Star Fleet just happened to be working on creating a new android prototype when this happened and in order to preserve Data, they are forced to download him into the new body, which just happens to be in female form. It works for me!

You're missing the point, that it would be the in-universe explanation for ignoring the movies.
My problem with Star Trek is it's so unrealistic how much things don't change. Stargate always had promotions and changing of the cast and teams, it mainly worked.
As I've been arguing, that's exactly why this alleged series can be a success. NO ONE would be doing the same thing they did 30 years ago. Everyone has moved on. Think Logan with the TNG cast.
imagine that since its mini series they will probably focus primarily on the TNG cast and any hot young new crew (or next next generation crew) will be supporting. similar to the new XFPicard is most likely going to be the only returning character if not maybe just one other for him to have a contemporary. Everyone else will make guest spots at best. The rest of the cast will be new and young I suspect.
