Yes, I have to agree with tomalak here. I don't think plot arcs have anything to do with quality. If anything, they make a series superficially more exciting. Superficially. DS9's arc was good, but ENT's has not had me especially riveted. And I personally think that this show has only marginally improved, much less so than VGR improved between its second and third seasons. The writing on ENT is still lousy.
As for VGR having won only 5 times so far, I have this to say. Everybody's right here. I've recently come to enjoy VGR a great deal again, which is why I'm disappointed too looking at the list of winners. But the truth is: Even when VGR has had a good episode - there are still four competitors. It had to face two excellent TOS seasons, DS9 shows like The Circle Trilogy, Duet, Necessary Evil etc, as well as several TNG classics - tough ones to beat even with a great entry. That's the name of the game: May the best one win. Remember: Even a classic like "Amok Time" didn't make the list because it lost out to another classic, "The Measure of a Man".
There's one thing I regret deeply, however, and that is that the initial enthusiasm for ENT (among other things, of course) prevented "Caretaker" from being voted best pilot. 'Cause it is.

I've seen all five Trek series and VOY is bringing up the tail end in terms of quality (for a while there, ENT was just as bad but there has been a definite turnaround in the last half of S3, I guess the Beebs finally realized that they needed to institute plot arcs to keep the episodes from repeating what they've done before).
Ah yes, the old and overrated plot arc argument. Only one problem with it. TNG and Star Trek don't have plot arcs and they seem to be doing fine.
