OK thank you ...... they are pretty huge structures all the same.
The Ross was created for Clear Skies, a Star Trek Adventures liveplay that takes place in the 2380s. It was meant to bridge the galaxy and sovereign design aesthetics—STO already had numerous versions of the Galaxy class prior to the creation of the Ross.
The ship is a museum.
Maybe so but I was thinking a mega building that has actual retired starships on display.
I doubt there is such a place any more than there's a building that houses all of one country's museum ships today.

Personally I'm not a big fan of the STO ship designs. I've also generally found the PIC designs to be very lazy. It's either a legacy homage or STO ship most of the time.

The Inquiry class was neither of those.
The USS Voyager was the last pretty looking ship in the vein of Matt Jefferies; they were just pure beauty but can be dangerous however these ships were written. I would dream of being inside these vessels but since 1701-E it killed the fantasy; they're so unappealing. I was rooting for a design which resemble 1701-D, so Picard could command a ship one last time with his crewmates in their positions.

Voyager, pretty? Off. Atrophied little nacelles and lots of clunk. The Enterprise-E was the same concept done 100x better, IMHO.

Admittedly the real trick is in being able to take off again afterwards, but in this Voyager isn't unique either. We've seen Discovery land on a planetary surface and take off again afterwards, and the Defiant MSD has clearly visible landing legs (for "recoverable planetary landings", according to the DS9 Technical Manual – and we are told, though don't see, that the Defiant successfully landed on Gaia in DS9: "Children of Time").
We've also seen the NX-01 do some fancy low-atmosphere flying, despite being heavily damaged at the time. This certainly suggests that it could land and take off again if it really needed to, despite being 200 years older and vastly more primitive than Voyager.
Definitely looks nice.
