What a final 3. 
I think Fly Me to the Moon was slightly more memorable with Laris appearing as a spy like Gary Seven back in Assignment: Earth, an episode I always liked.

I have "Monsters" on right now, and this episode is not bad! Great showcase for Orla Brady. Some good Seven/Raffi moments. Though I do love a Trek "Odyssey Into The Mind", I'm almost never disappointed by that trope. Only DS9 "Extreme Measures" comes to mind as a letdown.
The Rios thread in this one is impossible to defend, though.
And I suppose even mostly liking it, I would still rank it as the second weakest S2 episode. I would only put "Mercy" below it.

"Monsters" is by FAR the worst episode of PICARD because it deconstructed Picard's character from being a heroic and moral person simply because it's the right thing to do to being yet another heroic figure who became that way because of tragedy. (Though it certainly explains why he is so pro-Prime Directive.) I hate that this was done to him, so this definitely is the worst episode for me.

I definitely have to give my last point to "Monsters." It is the second weakest episode of season 2, but there will be an upswing in quality after it. "Et In Arcadia Ego" on the other hand takes so much great setup and just burns it all to the ground with a bunch of rushed, idiotic nonsense. It ruins a season that was working until then. I hate it!

This really is picking the lesser of two evils. Going to have to vote for "Monsters"... at least memory is unreliable, so this doesn't have to be what "actually" happened. And the season trends back upwards following it

My final vote is for Et In Arcadia Ego, Part 1, as despite how strange a lot of it is, Monsters is such a mess of a decent idea.
