If Seska had stayed on the ship, there might have been something for Maquis and Starfleet to fight about. Actually, the conflict should have been within the Maquis, about whether they wanted to go home at all. Going home would have meant either jail or a losing war. Staying in the DQ meant staying free and alive. That's a choice worth fighting over.
