I'm about 90% sure he's not, he's not played by Daniel Logan or Temeura Morrison, he doesn't have the New Zealand accent, and if he was Boba Fett they probably would have promoted the hell out of it. I find it hard to believe they wouldn't have been plastering his name and Logan or Morrison's face all over the marketing if it was him. The only reason it's not 100% is simply because I never definitely rule anything out until the show is released and people have seen and can testify to what is in it.I can't answer confidently either way.

During the production of Clone Wars, George Lucas told Filoni he wasn't a Mandalorian, Dave took that and put it in the show, and none of the material released since the reboot has called him or his father a Mandalorian.

He also has the accent in the recent Battlefront videos games (where he is voiced by Temuera Morrison) which are canon.

As much as I enjoy Clone Wars and Rebels I have trouble taking animated series canon seriously over the movies. Until it's confirmed in live action I will keep hope that he is Mandalorian, even if he wasn't born on Mandalore.
