Changing Face of Evil, for the same reason. At this point for me it's a close vote between that and Jem'Hadar. Jem'Hadar was the inciting episode for the show's main arc, but I found some of the parts with Quark and Sisko forced and unpleasant.

Another vote for Homefront. All the other episodes here made some kind of contribution to the show's ongoing story arc, whereas Homefront - aside from introducing Joseph Sisko - ended up being one of those plot cul-de-sacs that Seasons 4 and 5 seemed to keep throwing up.
