My vote this round goes to ""IN THE HANDS OF THE PROPHETS". Wonderful episode that introduces two important characters, it is simply not as good as the rest.

As much as I love seeing Winn and Bareil for the first time, the episode isn't as good as the other great episodes. It's a good end to season one, but the thing that lets it down is the saboteur being, very obviously, the person who had only just been introduced in the episode before. It's just a shame that they couldn't telegraph it earlier in the season.

I vote "By Inferno's Light" because of the unbelievable escape...The dominion ships would have had more than enough time to catch up with the runabout...to say nothing about why it was there unguarded in the first place... I am siding with Sect 31 on that one, something doesn't smell right. Bashir is a plant!!

When it rains - definitely not one of the best even in the final arc, let alone in this list.
 
I vote for When it rains, most episodes of the final arc blur together so individually they don't stand out that much.
