Before the Revolution, it was noted by Madame deFarge (played by Cloris Leachman) that the French were so poor, they didn't even have a language - just this stupid accent!
So the reason behind Picard's English accent is that France just got poorer and poorer, until eventually they sold their accents and bought some cheap English replacements.
OK. That sounds fair enough, even though, as a French Major, I know that any self-respecting Frenchman (or woman) would rather be tortured than lose his/her accent.
