So I'm guessing either a younger Rose, or one of those wierd delusional flashback sort of things.

I hope so, because if Rose has managed to leave that permanently closed alternate universe again, I'll not be happy. I hope this episode doesn't turn into another Tennant era guest star extravaganza.
It's clear from the dialogue that this is a scene with a younger Rose before she even met the Doctor. So we can all be spared another round of tedious Rose angst.
The dialogue explicitly sets it about three months before they met for the first time and the sum total of their interaction is three lines of dialogue.
