Generally, I think the first is the worst and the 6th is the best. I've never tried to rate each episode though. It's difficult because even though some episodes are not that great they still have entertainment value in their badness. Code of Honor has a "so bad it's good" element while Imaginary Friend is just bad and I want to turn it off.

I have just proven, objectively, that Season 3 is the best season, Season 1 is underrated, Seasons 2 and 4 are solid runners up, and Season 5-7 mark a decline for TNG. I'm probably being a little tough on Season 6. I think several episodes are due for a rewatch. Even if I add another 1 I still rank it behind Season 5. Personally I enjoy season 2 more than season 4 and I think season 4 and 5 are not that far apart in quality. Some will disagree with some of my choices, such as my preference to Silicon Avatar over Cause and Effect, or Man of The People to Relics. Sacrilege I know. And yes, I do enjoying rewatching the infamous and controversial Code of Honor. It's pure camp. It's hard to deny the fact that Season 3 is one of the best written and produced Star Trek seasons of all time. I'll always prefer seasons 1-2 over the later seasons because TNG had so much more warmth and adventure during the early seasons. Better music and less soap opera elements too. Ron Jones and Dennis McCarthy were the unsung heroes of TNG.

Sorry but I don't get the view that the music in seasons 5-7 was particularly bad, maybe at times a bit bland but not too much or badly ...

I think seasons 3 and 4 were the peak, 5 very close and 7 the worst, 7 the season with by far the most episodes to skip (though also some good gems). 1 and 2 (and 6) were uneven but all the years had a good amount of gems.

Season 5 had OK music. McCarthy's work could alternate between inoffensively forgettable to serviceable throughout seasons 5 and up. His scores to Violations, Conundrum, Lessons, and Frame of Mind were quite good. In season 5 Jay Chattaway composed one of TNG's last great action scores with Power Play and his music for The Perfect Mate and The Inner Light has some warmth. By Season 6 his work was dreary and depressing. It was a distraction honestly. It shouted unexcitement and run of the mill not boldly go. His work didn't start to improve until the 3rd season of DS9 in my view. It's hard for me to watch the later seasons of TNG and not imagine what Ron Jones could have done with Chain of Command or Starship Mine.

Seasons one and two are at the top for me. Fresh and fun and awkward.

Seasons three, four and five are second. Interesting storytelling, actors have settled into their roles, though they lose a bit of freshness and fun.

Seasons six and seven are at the bottom. TNG had clearly overstayed their welcome, the acting was mostly flat, the stories more paint-by-numbers.

To come at this from another angle, I took a look a various lists ranking the best Star Temrek episodes. Some lists for all series combined, some for just TNG. Some were ranked, some just listed episodes.

In all, I tallied 9 lists pertaining to all of Trek. 8 of them ranked. 3 top 10s. 2 top 20s. A 25. Two top 50s. And a 100.

I haven't completed the TNG only compilation yet, but for all of Trek, there were 133 different entries (counting 2 parters or connected arc entries as 1).

TNG led with 38 entries. DS9 with 32. TOS with 26. VOY with 19. ENT with 15. TAS with 3. Lists made prior to DISCO.

Counting doubles/arcs as multiples: TNG 44, DS9 41, TOS 27, VOY 25, ENT21, TAS 3.

Entries by season:
TOS: 1=14, 2=7, 3=5.
TAS: 1=3, 2=0
TNG: 1=3, 2=3, 3=5, 4=7, 5=8, 6=5, 7=5.
Have not broken down DS9, VOY, & ENT by season yet.

Episodes by season:

Not that one methodology is better than the other, but just another way to come at the question.

I want to defend Season 6 a little, and say it's better than Season 5. Season 5 seemed to get bogged down in stories dealing with children, like New Ground, Hero Worship, Imaginary Friend, and a third of Disaster. The most unfortunate thing about that is the children that were featured were annoying, and made those episodes not all that great.

Season 6 seemed to at least expand the universe and set things up for DS9 to take over. We also got Q back, something that didn't happen in Season 5, and the Chain of Command 2 parter might be my favorite complete story in TNG. I'll grant episodes like Rascals and Fistful of Datas and Man of the People were not good, but I think the good outweighed the bad in Season 6.
