I really loved what they did with the Cardassians. They made them so multidimensional. Some of my favorite characters in all of DS9 were Garek, Dukat and Ziyal. So much depth there.
The whole trifecta of the Dominion war was incredible. The Vorta and Jem’Hadar were a brilliant army for the Changelings. Easy to grow and control, endlessly loyal.
Even some of the aliens we only see in one episode were on point, like the Teplan blight people or Nidell’s species (Halanan?).
Also, whatever Morn is. Love that guy.
I would also throw the holodeck "aliens" in there, it seems like DS9 really brought those characters to light as more sentient beings, then only to be followed by VOY's Doctor that ran with it.

Well darn. You are correct.Zimmerman was in DS9 season 5. Voyager (and the Doctor) had already been on the air for a year before that.
Are you talking about those holographic people Odo and Dax helped in "SHADOWPLAY"? If so, that was DS9 season 2, which was the year before VOYAGER premiered.

To name one a little off the board, I'm going with Tosk. For being one episode that was a well realized society, and I want to think the Jem'hadar creation took some of that idea from the Tosk make up.
I always liked Tosk too. It's an episode that always stood out in my mind over the years.
1) Cardassians - The writers did a good job at giving the Cardassians a multifaceted characterization. This was helped tremendously by Both Andrew Robinson's and Mark Alaimo's portrayals of their respective characters.
2) Jem'Hadar - A warrior culture done right for a change.
3) Tosk - Random pick but it was one of the standouts for me when i watched it years ago...I had always hoped they would do a follow up episode and fold them into the Dominion War at some point....
In no particular order:
Changelings (I loved their minimalist appearance, their xenophobia, and fanaticism. The Changelings were great as the leaders of the anti-Federation Dominion. And it was such a great twist to have Odo be one of them).
Jem'Hadar (I loved their design, what we learned of their history/culture. The Jem'Hadar were a great addition to the Trek rogues gallery).
Cardassians (It took me a long time to appreciate what DS9 did with the Cardassians. For a long time I thought they were just stock villains, despite the cool makeup. But now I think they were very well developed, even more than the similar Romulans).
Vorta (Another great design, and I liked how they were the face of the Dominion, while the Jem'Hadar were the fist).
Ferengi (DS9 made them less silly than on TNG, though I got to say I can't think of many DS9 Ferengi that were as dangerous as DaiMon Bok, a Picard foe too overlooked).
Trill and Bajorans (I didn't love either species really, but I thought the show did a very good job developing them).
The Hunters (I wish the DS9 writers had went ahead and made these guys part of the Dominion).
Miradorn (I wish we had seen them helping the Dominion during the war, same with the Son'a).
Paradans (I wish we had seen more of them).
Tzenkethi and Hur'q (I only wished we had gotten to see them, but the very little info we got on them was intriguing).
