I wonder what his story was. What brought him to freaking Iowa of all places?

He's not an alien, he's a Slipknot fan wearing a mask, and he's doing his annual pilgrimage in Iowa.
 
He was Robau's best friend and when news that he was supposedly killed in action actually made his face go long. Or...

He got reeeeally sad when he saw how much money he could have saved if only he had Geico Classic Insurance for that classic Corvette that he loaned to Kirk's Uncle/Stepdad
 
I took him to be an homage to Morn (whom they probably couldn't use because some writer would have to be paid royalties if they did.)
 
I'm sure someone will turn that small cameo into a full length novel at some point. It's the Trek Way.
 
Yeh I assumed it was a Morn tribute too, although if they had actually used Morn to sit there it would have been the most awesome scene in the film.
 
That dude was boisterously expressive compared to Morn. He was really into Uhura; that was obvious.

P.S. He's a brewmaster at the ship yard.

I loved how he kind of rolled his eyes at Kirk's advances.

(Without actually rolling them. ;))
