Well seeing as how even the NFL statement says that they believe the results of the AFC championship game were unaffected by this whole idiotic affair....I'd say no.

So if the game was unaffected, that means there was no competitive edge, which is what cheating is supposed to do. If that is the case I'm more confused about the outrage which led to the punishment (not to mention the egg on the face the NFL already has with "other" punishment).
Oh, and also don't become a dominant team in a salary cap era. That will get you punished as well.

The fine is way too high. 4 times what they were fined for spygate. I agree that the fine and the draft pick are out of place. I think the suspension is appropriate though.
The picks and fine can be justified by the fact that the Patriots have been in trouble with the league before in "integrity of the game" situations. In fact, both scandals are very similar in that regard: You don't gain that much, so don't try to break the rules in the first place.
Even absent direct culpability at the top, lack of institutional control is something the NFL can consider (the organization is the Patriots; they consist of more than the people at the top). And it has to be more than what they got for spygate - it's a second offense. They were punished previously and now do something again. It's not crazy to look at it and go "clearly that first punishment wasn't enough."
