The "All Good Things" Checklist (Season 2 Edition)

If the writers of Picard don’t do something with Beverly then it’ll be as if they’ve never seriously watched TNG or studied the characters.

She’s closer to Jean-Luc than anyone else.
 
Part of me always believed that's *why* Jack died. Work accident, you know. Now that he's out of the way, Beverly, ... After all, who do you think Wesley's dad really is?

(just kidding... mostly).
So Picard's dark secrets is he kills all of his love interests partners. Crushers Trill lover died too and they put a stop to candle ghost pretty quick.
 
After having seen "The Star Gazer", I'm inclined to think nothing happened between Picard and Beverly Crusher. Even if he has romantic feelings for her, he probably can't shake the feeling that was Jack, his best friend's, wife. He must be of the mindset of that's a line you don't cross. Plus, if he's thinking back to the Possible Future he saw in "All Good Things", he might not even want to go through with it if he doesn't think it'll work out.

But that's all from Picard's point of view. From Crusher's point of view: she probably views Picard as just a friend and wants to make sure it stays that way because that's the only way she sees him and, if the relationship went south, she wouldn't want the friendship to be ruined.

So, Picard and Crusher getting married is something that can be filed away next to the three-nacelled Enterprise-D, dead Troi, and gray-streaked Data. Not to mention the LaForge/Brahams relationship, which was pure fantasy to begin with.
