My reading of Clancy is that she isn't part of the problem. She is just a typical bureaucrat. Her decision not to help Picard in the beginning was entirely reasonable based on what she knew. Beneath her exasperation with him is a grudging respect that I think is mutual.
She is the 2nd best admiral

They don't teach management at the academy.But he couldn't say anything. In the 24th century is seems their is lots of mimes in Starfleet. Characters who don't say anything while the series regulars give them orders or in one case Doctor Crusher is examing a woman to see if she had used the transporter and not even a word from the patient. Most of Geordi's engineering staff knows never to say anything and let Geordi do all the talking. Same with Worf's security force.

Imagine if a highly-decorated US naval admiral who had been retired for years came and asked to be reinstated and given command of a ship to investigate a rumor of a missing friend who might have been involved with a scientist working with the Russians on nuclear technology. I think the "typical bureaucrats" probably would be reluctant to go along with that.
