The Night Watch is absolutely right because sedition is an expected consequence of the transition from democratic to totalitarian government - there are going to be people who are against that and may move directly. It's the aims, rather than the assumptions, that are at issue here.

At that point, where would have Londo have gone anyway? He was adamant, as were others, that until more into season four and five, he was, and the job was, for nobodys. I am sure they stayed anyway, because of the anti alien views Earth now had, and the fact Sheridan and co were still being nice to the Centari.
