I'm still leaning towards my initial idea. Lucifer was a step beyond the archangels; he was changed into something altogether new the moment he was cast into Hell, and elevated in power by the countless souls he collected during his reign.
We already know that Death is nearly a match to God's power (if not greater, which he seems to think he is). He was able to breach Lucifer's prison and steal back Sam's soul without a scratch to himself, so he is crazy powerful.
I still think Death is the "God" of Purgatory, just like Lucifer is the "God" of Hell. Eve is just the mother of all the monsters, not the divine ruler of the realm. She seems to be more Crowley's speed, maybe a little beyond. I mean, she was taken out relatively easily and had a glaring vulnerability. Lucifer and God certainly don't have anything like that, and Death's only vulnerability seems to be one to binding magic.
