I believe his girlfriend when asked what kind of powers he would get said it was random for each person. I took that to mean one person could take the drugs and get 'super speed', someone else could take them and get 'super-hearing'.
Jonathan seems to be getting every power. It's possible the drug is activating something that was dormant and not just introducing something that doesn't exist. Of course it still may ultimately mean he needs the drugs to access the powers.
