Maybe by then, racism has been so thoroughly stamped out, people don't worry about it as much.
I think that was the idea, yeah. Uhura didn't even react to a racial slur. It's like, such a non-issue in her time.
If racism is just... essentially non-existent, it's really not a big deal. From real world personal experience, i'm white. If somebody were to call me like, cracker or something... it has absolutely no effect. I haven't been a victim of racism. It's a non-issue for me. Racial slurs don't have any effect. (I shouldn't say that's 100% true, there is one, more recent possibility that i've never actually encountered but I would take great offense to it, is "oppressor". Don't call me that. I haven't oppressed anyone. I wouldn't appreciate that.)

We tend to forget to take in account the time in which things were produced. This was produced in... 2001? I believe. Making reference to skin color was commonplace in media. The "Rush Hour" movies were quite popular, where the
entire joke was "haha, black guy and Asian guy".
Two decades ago was not the same as today, and people did not think the same as they do today. A vast majority of people would never have thought twice about an alien calling a guy a pink-skin. Hell, the first time *I* thought about it was literally in this thread, now.
Racism exists. Why would we think aliens couldn't be racist towards humans? Shran's particular slur may be... not accurate? But I don't see any issue with it existing.
Humans aren't above it in Trek even in the 24th century. We know some use "spoon head" to refer to Cardassians. Ferengi used "hoo-mahns" as a slur... WHY they thought just intentionally mispronouncing our name was offensive I don't know, but it was clearly intended as a slur.
