What is the difference between SC and Astro??

I am rewatching VOY for like the 10th time and during season 2 they mention SC. After 7 comes they have Astrometrics which is designed with Borg tech. Is that the only difference and one Astro is created does Sc still exist?

astrometrics was a Borg-like facility that SEven and Harry designed that mapped the positoins of stars in the galaxy to get a more realistic map of the trip home. Stellar Cartography was just an observatory where Picard met a girlfriend.

I think they are essentially the same thing. Astrometrics is just an updated name with updated technology to match.
