Spoilers Starship Design in Star Trek: Picard

The new Stargazer is so radically different to Picard's ancient ship that the question should probably be "Is it a brand new ship, or a brand new ship that the original Stargazer donated some parts to?" It may actually have more in common with a Borg Cube than it does with a Constellation-class vessel.
New reg new ship. Dont care what anyone in universe or irl says that's how it's staying for me.

Sorry, the new stargazzer isn't a refit of Picard old ship. There's nothing hinting at that:
1. It's a lot bigger, and except 4 nacelles looks nothing like a constellation.
2. New class name.
3. New NCC # .. If it was a refit it would retain its #
And yes.. The ross is ugly..but so is the new stargazzer to me.. The attachment for the nacelle are butt ugly.

If Rios' Stargazer is the same as Picard's old ship, why does it have a different registry number?

I'm pretty sure that the folks who actually designed and put the ship into the episode are probably the best and most accurate sources for what it actually is and how it's been designated.
Just because one doesn't happen to like their interpretation of Their design, doesn't mean they're wrong and you are right.

Of course, as we have recently seen around here, one's personal choice apparently trumps any actual facts.
(kinda funny how that particular word now has developed another less likeable connotation)

Nice ceiling!

The trouble with the Ross is that even if you tried to fix it you'd just end up turning it back into a Galaxy again.
It just doesn't need to exist. Would have been more fun to just have a Galaxy or even an Ambassador class. It looks like it's from that era anyway and as a ship provides the same function
