Being a former President of the United States is more than just "taking a side," and any interaction involving a current or former President has a political aspect to it.Criticizing an individual person for bad behavior isn't automatically political just because that person has taken a political side.
But had he never been President you most likely would have been indifferent to his hijinx, like most people were. Carter managed to escape their clutches, went to Maybourne, who in turn got in contact with the aliens, as he didn't believe her claims they were impostors. It's when Fake O'Neill and Fake Daniel show up to escort Carter back to the SGC that she says that line to Maybourne.I think it was the episode where Hathor took over the SGC when Carter trusted him to help and he screwed her over.
