I like the idea proposed in the novels that Harriman took what happened on that maiden voyage, learned from it, and later went on to be one of Starfleet's finest captains.After the disaster that was losing James T. Kirk on his maiden voyage as an Enterprise captain I can see Harriman topping out as a Captain and not progressing to a flag officer's insignia. The stigma of the most revered hero in Starfleet dying on Harriman's first mission as 1701-B captain may have been more than enough to follow him for the rest of his career.

or they're Tosk.Even if there were no 'original' Jem'Hadar left when the Dominion engineered them for battle we don't know what the Founders did with the Jem'Hadar post-Dominion War. For all we know they were continued to be made but given back some of their original traits. Maybe even given autonomy at some point. It's a long stretch between DS9 and SFA. A lot could happen.
