Many people forget that the Federation fell on very hard times after The Burn, so it's very likely Starfleet had a period of a more military, wild west mentality to the galaxy. (Rayner is a perfect example of this.)
I have always felt Starfleet was a military force by training, but it wasn't their main goal. Even our own military is not entirely militaristic... Army Corps of Engineers, relief missions, National Guard during and after emergencies like hurricanes, etc.
I have a lot of issues with this upcoming show, but having a War College definitely isn't one of them. In fact, I like the idea and I feel it's more realistic... particularly since this is going to be the first opening of the Academy in a century.
