A war college is a senior military academywhich is normally intended for veteran military officers and whose purpose is to educate and 'train on' senior military tacticians, strategists, and leaders. It is also often the place where advanced tactical and strategic thought is conducted, both for the purpose of developing doctrine and for the purpose of identifying implications and shifts in long-term patterns.

Court Martial literally means military court.

I don't know how you get more militaristic than that. In TNG they had combat strategists and tactical simulations. Chakotay taught on these topics too I believe.

They study war. It might be a "minor provence" as Riker would say but that does not mean it isn't studied.
 
Sure, but the term "War College" seems more militaristic than usual Starfleet terminology.
Presumably Starfleet in the 3180s/90s is harder-edged than it seemed in the early 2360s, since it’s been fighting “bloody battles” with the Emerald Chain, and the Federation includes a planet (Ni’Var) that’s engaged in crushing insurgencies. Though the military element was of course always there. Even in the “peaceful” era of early TNG there were ship names such as Victory and Repulse.
 
And the United Earth Starfleet literally carried military strike teams trained at military institutions like West Point, not doing away with those units until the Federation Starfleet was founded in 2161.
