Starbase 01

Yes, and then between TUC and PIC, Spacedock was replaced by the even bigger PIC version.

There are probably several stations that size scattered around the solar system. There are the dumbbell-shaped ones in orbit of Mars as part of the shipyards (which probably also include at least one Spacedock-style station, based on "Booby Trap" where the under-construction Enterprise-D seemed to be inside one), and Jupiter Station, and those are just the ones we know about.

As for OP, well, how many times did an attack on Earth actually make it to a siege before now? In TMP and TVH, everything in orbit was shut down by the attacker, in BoBW and FC, the Borg were destroyed before they actually began attacking Earth. We never actually saw what happened with the Breen attack in DS9, so there's no way to tell what role Spacedock did or didn't play in the defense.

Now Jupiter Station, where is it in Picard season 3 episode 10 when the Borg infiltrate the Sol System inside Jupiter? Why Jupiter looks like a virgin planet without any touch of human being when there is actually a station called Jupiter Station, and, if my memory serve right, the Doctor holographic tech from Voyager has a relation with this Jupiter Station (If my memory serve right, the creator, the real doctor whose imagine is being used as the holographic visual appearance came from Jupiter Station). So it is a science station, or a research station. And what is the purpose of a research station orbiting a gas giant if it not monitoring the planet?

Don't you feel weird, when a station with a massive importance like Jupiter Station stay ignorant about some kind of anomaly inside the Jupiter Gas Giant, when an old Star Ship with obsolete technology like the Enterprise D can detect the Borg cube inside the Jupiter easily?

Edit: After I read the Memory Alpha, Jupiter Station actually a very important orbital station for Starfleet, and it is massive. It is also a station that house so many research activity, and equipped with massive antenna and sensors. And because we talk about 25th century, it should be better than the 23rd and 24th version.

Well, I say that it is a plot hole. But let's talk about it in Universe excuse. I hope when Mathalas read this, and if he get Star Trek Legacy, he can address the plot hole that happened in Star Trek Picard.

The Borg Cube only became obvious once it began broadcasting its control signal, at which point Jupiter Station, Starbase 1, the Transfer Point at Io, the Ganymede Grill, and any other Starfleet assets around the planet would've been distracted by all the junior officers murdering all the senior officers.

Jupiter is huge. HUGE. It's not as if, even it was three times the size of the Enterprise, it would be visible from the distance we see the Enterprise approaching. And it could have been on the other side of the planet.
Now, as for the station not detecting the Borg.... It was in low power mode, signal dampeners, you can go into all kinds of technobabble to explain that.
Does that make sense? Ofcourse not. But it's Star Trek. I love it, but there are plotholes in all the shows and movies that could hide 50 of those Cubes, so meh.

Also, the Borg cube wasn't actually in Jupiter's atmosphere for the past twenty years, it didn't arrive until after Jack arrived at those coordinates. The shuttle's computer even reports a transwarp conduit opening just before the Cube appears, which for some reason everyone seems to ignore. Must not have been enough memberberries in that particular scene.

I really wanna just be mega snarky and all right now..... but fair enough.

"it's probably nothin '"

A Starfleet admiral, probably.

Over the course of 250-odd years, I’d imagine different stations have had the designation Starbase 1 over time. Sometimes it’s a Spacedock orbiting Earth; sometimes it’s a similar station orbiting Sol at about a light-year out, near a planet undiscovered in our era; sometimes it’s probably elsewhere in the system.

In any of these cases. a solar system is big. It’s not that surprising that at least some of the time, attackers strike where the then-current Starbase isn’t; if the whole system is colonized, there’s plenty of room to.

Wait a minute, actually there is another station that lies on Jupiter orbit. That's Starbase 1. And according to Memory Alpha (that also taken from Star Trek series), Starbase 1 is actually on Jupiter orbit, inside the Sol system.

So why this mega space station does not react when the Borg come from inside the Jupiter Transwarp condult. Not only that, nobody know about the location of the Transwarp Condult? Did nobody explore Jupiter gas giant before? It's just a planet beside them. What the meaning of explore strange new world and lookout new life and civilization if you actually don't explore the planet beside you?

Just think about it, with both Jupiter Station and Starbase 1 inside the Jupiter orbit, basically Jupiter is the core of Starfleet defensive system in the Solar System. It is not a virgin planet where you can inflitrate easily without anyone knowing. It must has the highest level of security system. Jupiter is not a virgin planet. If there is a Transwarp condult, they should already know about it from long time ago. Not only that, when Jack came into Jupiter, and Borg came out from the condult, both Jupiter Station and Starbase 1 should already have detected it, and then enter the Red Alert situation. Unless Starfleet situation awareness is lacking, and even less capable than our 21st century military system.

Just think about it, with both Jupiter Station and Starbase 1 inside the Jupiter station, basically Jupiter is the core of Starfleet command system. It is not a virgin planet that can be used by anyone to infiltrate inside the Sol system. It is the place where Starfleet Admiral supposed to work everyday. It is the core defense to protect Earth. So with that in mind, Jupiter should has been explored many time, and would still be explored when Startrek Picard season 3 happen. So how could they can't aware that there is a Transwarp condult inside their own house?
It's a huge planet. You're underestimating just how easy it would be to hide something within it.

Starbase 1 being in Jupiter orbit is from SNW, if I recall correctly. This mean that a 150 years later, it might not be there anymore.

The idea of Starbase 1 even being in the Sol system is a creation of the modern shows. While it's location was never specified previously, Enterprise's 4th season did have the NX-01 scouting possible locations in other systems for Starbase 1. The episode Bound for example has Archer noting in his log they're on their way to the Berengaria system for that exact reason.

Exactly. Jupiter is two and a half times the mass of all the other planets in the solar system combined. It's got weather bigger than Earth. Plus incredibly strong radiation belts and magnetic fields that would help disguise any unusual sensor readings.
