I guess what I'm looking at is the possibility that such a threat could have been response based upon knowledge from The Reckoning. Yes, Dominion War demanded much more resources but I think it actually makes Starfleet Command look kind of dumb to not consider possible threats within the Pah Wraiths post The Reckoning events.
That's like asking StarFleet to plan for a sudden & random event, its kinda hard to do that.

It's her doing her Pre-Destined Duties to keep the Vezda locked up in the "Here & Now".

Or potentially risk them getting out of the Multi-Dimensional Prison and spreading amongst the stars causing unknown amounts of Havoc.

1x Vezda trapped inside the Transporter Buffer was able to escape on it's own.

Imagine what hundreds to thousands or millions could do if they spread around on their own, unchecked.
Her breaking the time loop would have meant the time loop never began in the first place.

Maybe, assuming they had enough time to study how to deal with a Vezda and stop them.

StarFleet isn't great at dealing with Energy Beings, many Officers still get possessed all the time.
Starfleet is great at dealing with Energy Beings by the era of Lower Decks/Prodigy.

So... Sisko's sacrifice was BS?
Yup, that was literally the show-runners having a specific ending in mind for the character and forcing it through even though pretty much everyone up to and including Avery Brooks himself hated it.

No. The Fire Caves held them, but it was not widely known. His sacrifice was not in vain.

Remember, Starfleet doesn't take sacred texts and prophecies that seriously. And frankly, why should they? It's all couched in metaphors.
Starfleet doesn't take the Bajoran sacred text and prophecies seriously because they were called sacred texts and prophecies instead of observations of the possible future by atemporal beings.

Well, at least someone picked up what I was putting down.

No, it's asking Starfleet to pull a freaking Batman and plan for the possibility of a demonstrated threat.
Okay, we know how to kill it, the WormHole Aliens / Pah-Wraiths.

Chronitons

But here's what we don't know:
- When they will appear
- How they will appear as
- Whom they will possess should they chose to do so.
- What they will do (their Modus Operandi is very Nebulous)
- The extent of their powers (They can make entire Space Fleets Vanish), how do you deal with that level of power?

Why? The Pah-wraiths had been sealed within the Fire Caves for thousands of years. A single one that was released from that tablet was not enough to worry Starfleet.

No one expected Dukat to change his appearance to Bajoran and work on Kai Winn to release them.

Then what would happen with the Vezda?
Will they be released?

Some times, it's not wholly consistent.

No one expected Dukat to change his appearance to Bajoran and work on Kai Winn to release them.
He worked on Kai Winn in multiple ways

^_-

We know how Dukat is with Bajoran Women.

So, the Starfleet that had secondary back ups for it's systems ignores a demonstrated threat?

I find it odd.

So...zero preparation then.

Got it.

It's not Zero Preparation, it's not understanding how to prepare for them.

Remember, the Random Energy being can be just as devastating as a Surprise Kaijuu attack like Godzilla appearing out of nowhere.

It's hard to prepare for that.
It is zero preparation because they are connected to Bajor.

No planning, no consideration of the threat, no inkling towards anything beyond

Plan for a race that's been in a prison in a single spot on Bajor for thousands of years? Before humanity even had written language?

Of course Starfleet is going to think of them as a low priority threat.

Low priority doesn't do fucking nothing.

Sorry, maybe it's my mental health and medical training coming out but the number of drills, risk scenarios, and trainings I do for things that have thankfully rarely or never happened is quite high.

How often does that training include a very fictional / hypothetical Zombie OutBreak?

I know the US Government plans for the Zombie Apocalypse.

It's called "CONPLAN 8888-11", you can Google that.

- The extent of their powers (They can make entire Space Fleets Vanish), how do you deal with that level of power?
They could only do that to ships passing through the wormhole.

Which, given what we know about how the wormhole works, means they probably just routed the Dominion fleet into either the future or an alternate dimension.

Then what would happen with the Vezda?
Will they be released?
The original builders of the prison would have used a different way to contain them and the Federation would never have been able to access the prison in the first place.

Some times, it's not wholly consistent.
No, it's actually very consistent by Lower Decks.

So you witness a threat that almost destroys the station and shrug? That's not fiction for Starfleet in this case.

Clearly I'm not seeing whatever y'all are because this strikes me as extremely strange.

Yeah, about that
The April 30, 2011 document was written as part of a fictional training scenario for junior officers undergoing training in JOPES, the DoD's contingency planning system and for strategic training

Which, again, there was no reason to worry about the Pah-wraiths because they had been trapped for thousands of years. Starfleet had real, tangible other threats that were more immediate and FAR more likely they prepare for.

By your logic, Starfleet officers should be prepared for their captain to be turned into a kid because of a transporter.
