Could be the Academy Hall of Fame. The rank could indicate when they were inducted into the hall. That would make sense and could indicate why they're up there posthumously. But then why is Garak up there?

We don't actually know yet if it's a memorial wall or something else, like a roster of past instructors.

That's what annoys me about the wall. It's just a bunch of references fans would recognize from various shows, without any thought to whether it would make sense for those particular names to go together by in-universe logic, or to still be acknowledged 8-900 years later.
