Matalas said in an interview that Seven gave up before Janeway went full bat for her.


I guess that is his explanation. Frankly, Seven's Season 3 arc reeks of bad writing to me. I'm sorry, but it does. I can understand Janeway finally succeeding in getting her into Starfleet. But for her to reach the rank of Commander and become First Officer for the USS Titan in a little over a year simply strikes me as implausible. I can't help how I feel. This is like the Kelvin timeline in which Kirk was promoted to Captain of Starfleet's flag ship during his third year in the Academy. Technically, Seven should still be in Starfleet Academy.

It's not really anything like that at all. Seven spent 4 years serving on a Starfleet vessel, she also had the accumulated knowledge of the Borg up until 2373 and a decade of experience as a Fenris Ranger. Seven was quite frankly over qualified to have to attend the Academy.

Seven is in Command track and a First Officer. She should have still been at the Academy at this time. And for all of her knowledge of the Borg, she was sadly missing at Picard's conference in this episode. And why bother making her a Starfleet at this point in her life? It's one of the major reasons why this season is a disappointment to me. And a relative of mine has been complaining that her character seemed underused this season. If you don't have any problems with this, okay. But I do.

Seven is on the command track because her experience makes her suitable for it. Seven could probably teach at the academy.

Why are people still stressing over Seven's career trajectory?

Field commissions are a thing - e.g. Kira; Picard himself got bumped from helmsman to captain. Seven received one on the Stargazer last season.

I'm struggling to understand what she would learn at the academy. It's a school, but she demonstrably knows it all already.

The only argument is that it would teach her proper Starfleet protocols etc. But I think we all know that would be a waste of time for her. Possibly that's why she was assigned to a by-the-book captain like Shaw.
 
So where did Vadic and her group get the assets and resources to build the Shrike and its ridiculously overpowered weapons, even mentioned in dialogue as such, in-universe? The Dominion wouldn't have built it as Odo would never allow it and furthermore I think the crew of the Titan would've recognized the Shrike as Dominion tech if it were. Everything we're told about the Borg indicate they're in no shape to be building those kind of warships after Voyager Endgame.

Probably an independent contractor that pulled from Cardassian, Dominion, Breen and Reman designs.

Their own kitbash, basically.
 
Why would you send and experienced and capable officer back to school? Maybe for a short OCS type program, but not for four years.

An experienced and capable officer? Seven was a Fenris Ranger, which meant she had operated alone as a vigilante in a single-pilot vessel. She had no real experience in command before being accepted into Starfleet. Which is why I find the idea of her becoming a Commander and First Officer within a year or less hard to swallow. Or that she was chosen to be first officer to a man who had a grudge against the Borg. I'm just not buying it.

Shaw chose her according to Terry. Starfleet didn't force her on him.
Which is consistent with what we've seen before, Captain's get to choose their XOs.

He probably did it to keep an eye on her.

Four years on Voyager. Probably did more and saw more than any newly fledged cadet.
