I too doubt Season 3 will have much of anything to do with Season 2, if at all.I like Steve, and generally agree with him on Trek, though I'm not quite as harsh on Season 2.
That said, I do agree that ultimately Season 2 was worthless, insofar as absolutely nothing that took place within it will likely ever have any ramifications upon Trek again. The season was explicitly set up as about giving him a second chance at a relationship with Laris...and she's not going to be in a relationship with him to speak of in Season 3.
Ultimately nothing here matters really. Nothing matters for Picard. Nothing matters for all of the characters written off the show we will likely never see again. Probably nothing matters in regards to the relationship of Seven and Raffi. I am guessing that with the exception of maybe 2-3 scenes, you could probably go right from watching Season 1 to Season 3 and everything will make total sense.
This is in some ways a repeat of Season 1, where they gave Picard a synthetic body, and then they decided in Season 2 that nope, it didn't actually matter at all.
All of this would be forgivable if this was the 1990s and I was watching Voyager. But I don't want a "reset button" between seasons. I want the plots and character growth to follow logically on the foundations already shown.

BUT...
As far as the characters who aren't coming back for Season 3, I think we might see them again in whatever series replaces Picard. I think they'll have some sort of live-action 25th Century show for those who don't think the 23rd Century is the end-all & be-all and aren't interested in the 32nd Century.
I do think a 25th century show (or two) has gotta be in the works. SH knows folks are clamoring for more adventures with legacy characters. It'll just depend on what form it takes, and Seven does seem to be a popular choice. I suspect we're, at the least, probably going to see more of her and Raffi.
Not Voyager. The TNG Movies. It took me a while to realize this, but I underestimated how much PIC is really just the TNG Movies done in modern season-length form. They can't have Picard do all the action-y stuff anymore because of Patrick Stewart's age...All of this would be forgivable if this was the 1990s and I was watching Voyager. Terry Matalas has said as well he has ideas for other series, but he hasn't been approached for more, yet.

Seven and Raffi on run from the cops is one of my favorite chase sequences ever! I had a lot of fun watching that. I think some people here are too jaded for their own good. Or they act like they're above enjoying those types of things.
Seven kicking ass all throughout "Stardust City Rag".
I guess clicking on the episode and reading the summary doesn't count...
I was more referring that the episode summary usually has the title of the episode with it. So...there is a title there.I mean... it doesn't?
In the same way that the title of a book and the blurb on the back of a book aren't the same thing.

Fair enough. It's one of those little things I guess.Gotcha and apologies. Still, there's a pleasure in seeing the title onscreen. The shows that have never done it... it doesn't bother me. However for the likes of Star Trek and Doctor Who there's a precedent and putting the title onscreen at the start of an episode would require a minimal effort without having a detrimental effect on the whole.
Saying that, a lack of titles is not a deal breaker. It doesn't bother me especially. I do however prefer they were there, just because it's a convention on Star Trek that dates back to the very start of the franchise.
