A section of the Borg are allies or budding members of the UFP - they're as separate from the Borg Collective as the Tok'Ra and Free Jaffa are from the Gou'ald Empire.

Is there confirmation from the top about that? Because my reading is that Q's last snap would have merged the Borg and ensured Jurati was the Queen.
My head canon is that it would've erased all Borg events in the galaxy at that point, Q's powers were dissolving at that point, and there may be multiple Queens amongst the Borg.
EDIT - it'll be funner to have multiple Borg polities as their main Collective/Empire collapses.
And in "Unity" we had other XB renegades (plus XBs on that android planet).

Q barely had the power to transport 3 of them back to the present and the effort killed him, I doubt he had anything to do with that. And Jurati Queen was already there in Episode 1.

Mostly that, with the Queens in the grand scheme of things almost as expendable and replaceable as the drones, with their own memories, personalities, and victimised alter egos.
