Uh I think being able to see would be the least of their problems when they've just had a solar panel land on their car.

I believe that the 'In Universe' thinking was that the solar panels are supposed to be suspended above the roadway.
In my head canon the covering on the Golden Gate Bridge in TMP is the same surface, just with a different upper layer since that film takes place in 2273 and that's sixteen years after the most recent episode of DSC. It could be a different design adopted around TOS and one that allows tram tubes to travel underneath it.

LOL, speaking as a Welsh person, it really, really isn't. The word 'dahj' does not exist in Welsh. Neither does the letter 'j', except in borrowed words.
