I don't doubt that Jurati herself isn't villainous, but her body remains under the control of the Borg Queen. There's a trailer scene involving the Borg Queen holding a knife of some kind that has yet to air, so I surmise there's going to be a mental showdown between the two characters that plays out "physically" on screen. There aren't any signs that the Borg Queen we're familiar with is interested in burying the hatchet.

It's definitely the new Borg Queen outfit.On closer examination, I think the person holding the knife is Elnor, not BQ. The pants he's wearing match the outfit in the preview where he's on the deck of La Sirena and Seven/Jurati don't seem to realize he's there. The knife also looks similar to his sword.

Speculation: In addition to the season-long format, I'm assuming Season 2 is also spending so much time in 2024 because they want to save the full extended display of Starfleet and the Federation in the 25th Century for Season 3, for the full TNG Movie Done Right Effect. What we saw in the premiere of Season 2 (and presumably will see in the season finale at the end of this arc) is just a preview of things to come.
