I think they work for different divisions of the same organization, with different remits. They may not even be aware of each other. I assume Gary or his successor is still in NYC doing his thing

I got that sense too. In fact, Rios even said incredulously (paraphrasing), everything gets F'd up because your ancestor doesn't go on this mission?! It's a bit much.
Perhaps she wasn't meant to go on it? Although that's a weird message too. Hopefully, they're working up to something more complex than a single, simple timeline deviation.
I definitely give it a pass. I mean, what're you going to do? Any attempt to fix it to make it align with real history would only cause more complications. I just consider it an alternate timeline to ours.

Hopefully she doesn't return home and kill herself, while Picard waits outside in the snow.
Picard says she finds a lifeform on the moon Io. So I don't think it's just Europa, that's just the name of the mission.
Unless that's a later mission he's referring to.

Perhaps. But she was hyped as being powerful, had her own minions, and basically you didn't want to mess with her. But she was failing at the one job she had!
And why appear as Laris? I'm really curious if there's a reason. Or did they think it would be cute to reuse the actress? Picard and co. seem uninterested in the fact that she looks like Laris. He's confused by it at first but doesn't press the issue.
A 7 for me. About on the same level as last week's episode. More dramatic payoff this week but a noticeably shorter episode that felt more truncated and rushed.
Her minions seem to be people she mind controls.
Interesting that they mix the use of American and European forms of the date. And shouldn't she be British at this point given Picard's discussion of their family history after WW2?What's the text at the top? One looks like blood type, maybe the other one is organ donor, but the third?
I like how she was born on the release date of Star Trek: First Contact. 
I'm sure there are members on both sides of the Channel by 2024. WWII is almost a century in the past.
Yup! Lots of wheel spinning (sometimes literally) to fill screen time. The real events in the first half were Agnes and the Borg Queen, and Picard finding the Watcher. Now we're at the point of setting up the situation for the remaining 5 part season.

My point exactly... plus, we only saw 1 cop woman seeing Raffi and 7 beaming out... we have no evidence any other cops saw that... and even if another cop did, they'd sooner be seen as delusional if they even mentioned people vanishing into thin air... so its likely nothing like that would ever be written in an official police report or even serve as a catalyst for changing the timeline in any capacity that would derail creation of the timeline we are familiar with (with UFP).

I think They probably wanted the release date of "First Contact" to be overtly obvious.
