I think Rios ship is completely hologram run. Main Rios is also a hologram.
If that were the case, he would have just temporarily deactivated, allowing the metal shard (which I still think looks exactly like the shard that floats through the show’s intro) to fall harmlessly to the ground, and reactivate, completely healed, without the need for EMH intervention.
It was a show for Picard. He wanted to portray the “tough rogue captain” to him.
The shard was also holographic.
Picard: “Pfft.... a metal shard?! Try a Nausican dagger right through your heart! Then we can talk!”
