Do you really need a navigation hologram? The ship's computer runs the navigation and drive systems and the holograms, so does it make sense for the computer to run a hologram program to push buttons on a console when the computer could just cut out the middle man and do the navigating itself?
I'm thinking that Rio's EH's serve more of a 'companionship' function rather than him actually needing them to fix the ship.

Though if one can just holler out, "Hey Ship, Fix That..." and then sit down to read a book for a couple of hours, I can see the advantages.

It was an Emergency Navigational Hologram. It mentioned scrapping something off of the navigational deflector, so not your typical every day navigation tasks. By the way, it means there are external holo projectors :) That may come in handy at some point.
 
Ok this was so jarring it pulled me out of the story--all the talk about the synth ban, then Rios is casually chatting with his emergency hologram. What happened? Here we are wondering if Voyager's Doctor was deactivated, and Rios has a holographic synth running around...

There's a theory circulating that holograms are indeed under the blanket ban but Rios just doesn't gaf

That doesn't make any sense.
Every single ship in Star Fleet uses an advanced AI to keep them running.
They are in essence EH's without emitters, so banning Synth's AND AI's would be extremely detrimental to Star Fleets functional health.
Well, no. A computer is not AI (outside of that one on E-D that gained sentience in second to last episode)

Data, was a computer and AI
EMH, are computers and AI
Synths, are computers with AI (not as good as Data's obviously, nor EMH's)
Regular old computer is just a computer, no AI
 
Which doesn't require much intelligence, as demonstrated by today's computers.

Then again, being a person doesn't require much intelligence, as demonstrated by today's persons...

if we define AI as humanlike thinking by a machine, then a starship computer might dedicate a tiny fraction of its thinking power into doing AI, and spend the rest doing actual worthwhile thinking. A keypress or verbal command could make it perform AI tasks, but there would be fairly little routine demand for those. That is, even the sliding door automation would be as smart as the average person - it just wouldn't think like a person, and thus not be AI.

Perhaps the Dr. can Control people with her eyes if she wants if she’s a Synth, and the sunglasses blocked that attempt so C-Oh could mindmeld with her.

I also think the reason why mindmelds hurt between Vulcans and other non Synths is because Synth on Synth mind melds are a data transfer, but Synth on Human is data and emotional transfer. Not fully compatible.

I think the Kir’Shara reminded Vulcans who they are

Index didn't seem dumb to me. She and Picard seemed to be having a genuine conversation.
And indicated that her programming had been recently altered to give her a sense of humor.

Not something one would think possible if Holographic interfaces were to have been banned as well as Synth's.

Yes, if one isn't actually making chit up as one goes along.

Using what is given to devise ones own personal canon is the norm, not pulling stuff from left-field that has never been even hinted at in the show or other Official sources.

I was making a low key schizophrenia reference so I guess making stuff up isn't outside of the realm of possibilities either
