Well, to be fair, TFF was one of only two TOS movies that looked like a movie (the other being TMP), and look how it fared.

But, beyond that, I agree that Nemesis looks like a movie, but it doesn't look like a Star Trek movie. It looks like a competant action director tried to use Star Trek as a vehicle for making his big action film that he hasn't been able to otherwise make, and trying to shoehorn the Trek elements into that framework. And I think he failed miserably.
