Yikes. The over the top projecting of the dialog is a bit much even for these guys. Walter is struggling with the dialog and the "I'm not going and that's final" gag was way past its freshness date. Also the intercutting doesn't really work. This was rightfully edited out. The theatrical version is beautifully done.

Moore and Braga didn't really have a handle of these characters. But, to be fair, Doohan and Koenig's lines weren't written for them.
