I think we've seen the end of the Titan crew for a while, which is a shame because Jonathan Frakes is chewing every bit of the scenery and I am all in for it, and clearly Boimler's out of his league on that ship. Speaking of, so they took the classic Trekkian transporter tricky way out and now there are two Boimlers roaming the universe. That's daunting.

I’m actually fine moving away from the Titan for a while. A little goes a long way and I don’t want to see the Titan crew overshadow the Cerritos and our heros.
 
I mean, it's apparently a Collector weapon. Probably their third setting after Kill and Stun.

Perhaps it's a way of procuring captives. Excess matter eliminated, their brain shrunk or reduced to a specific form, and encased within a simulated puppet form for ease of discernment. Could even be Kelvan technology repurposed.

Presumably, T'Ana is growing the brain back and then painstakingly reforming the body based on DNA and past medical scans.

I admit I like "Red Matter", "Strange Energy", Puppetron Particles or whatever justifies this rather than pretending its remotely scientific.

I admit I like "Red Matter", "Strange Energy", Puppetron Particles or whatever justifies this rather than pretending its remotely scientific.
That may be one of the reasons I enjoy the show so much. It's very much more show than tell. They just do something, and reap whatever often hilarious consequences happen from it. As @Tim Thomason pointed out, could be a kind of Kelvan technology, which was never truly explained in TOS, except that it clearly worked.

I know Lower Decks is a show about Star Trek nerds working on a Star Trek ship and everything's a reference, but come on what are the chances this dead collector guy exclusively collected obscure Star Trek episode and movie stuff?

I mean fairly decent. To us it's obscure Star Trek episode and movie stuff, to him it would be "war memorabilia from the Federation's most famous vessels plus some incredibly valuable religious relics."

They make even make sense if it's a "theme" room because no one would question a room with Wild Bill Hicock, Billy the Kid, and other Wild West stuff. Maybe the next room over is full of Andorian relics.
